This is the second of a two-part series on the heavily damaged reliefs on the lower register of the level one balustrade at Borobudur. Most of these seem to be panels depicting kings interacting with various people, visitors, monastics and Pratyeka Buddhas; and people worshipping stūpas, or processing towards them.
One notable thing about this collection is that it features a fair amount of nuns, and the last few reliefs in this series are all about nuns. One of the major difficulties is that the damage is so bad on some of the panels as to render them almost indecipherable.
